Nato a Bromsgrove (Worcestershire, UK) nel 1959, è un attore, comico, soggettista e presentatore britannico. È conosciuto principalmente come uno dei protagonisti dello spettacolo comico della BBC "The Fast Show". Ha passato tre anni in tournée con la Mikron Theatre Company. Al cinema ha interpretato Olaf Petersen in "Red Dwarf" e Kirk in "Carrie and Barry". Più recentemente è apparso nella parte di Arthur Weasley nei film della saga di Harry Potter (Harry Potter e la Camera dei Segreti, Harry Potter e il Prigioniero di Azkaban e Harry Potter e il Calice di Fuoco). Aveva già lavorato con Tom Felton nel primo film di Tom "The Borrowers" (1997). In TV presenta una serie-documentario intitolata "Mark Williams on the Rails", seguito della serie precedente chiamata "Industrial Revelations". Grande fan del Brighton & Hove Albion F.C. e dell'Aston Villa F.C., Mark ha interpretato Wabash nel film "Shakespeare in Love" (1998), vincitore del premio Oscar.
